Each regional winner is automatically eligible for the state competitions. It is assumed that each chapter will have a runoff and then each region will conduct its own competitions. The state winner is automatically eligible for the Mid-Atlantic or other Tournament of Champions (TOC) based competitions. |

All competitors must be a DeMolay in good standing and
have said both obligations in open chapter, and be registered for the
full event where competitions are being held. |

The competitors must not have reached their 21st birthday. |
| 100.4 |
The state winner for individual competitions,
regardless of the category, is not eligible to compete in future years. |
| 100.5 |
There will be no grace period. If the competitor is not at the assigned site at the designated time, it will constitute a forfeit unless an excuse has been received and approved by the Director of Competitions prior to the competition. |

Original Tournament of Champions rules apply to all ritual competitions. |

No person may fill more than one part in a TOC competition. |
| 100.8 |
No part may be filled by more than one person in a TOC competition. |
| 100.9 |
If a speaking part in a TOC competition is filled with a member from another chapter, 100 points will be deducted from the final score. |

A non-speaking role in a TOC competition may be filled by a proficient member from another chapter without penalty. |

Judging panel for state level TOC competitions must consist of at least two judges for each appropriate category: |

The competitor in a TOC competition with the highest number of remaining points will be declared the winner. If a tie exists, the competitor with the lowest number of ritual errors will be declared the winner. The minimum scores acceptable for a winner to be declared in a competition when there is only one competitor are as follows: |

Each chapter will provide its own robes, costumes, props, etc., that are required for the presentation of the ritual. |

The Director of Ritual will receive the completed sets of judging sheets for TOC based competitions and audit the results. |
| 100.15 |
Competitions may not be held in all of the ritual competitions in any given year. However, the Executive Officer of Virginia may, upon recommendation from the Director of Ritual or the Director of Competitions, designate a chapter or individual to represent the Virginia State Association in the Mid-Atlantic Tournament of Champions or other Tournament of Champions based competitions. |
